Bilbao Balioen Hiria Awards

The purpose of this call is to establish the bases governing the granting of the "Bilbao Balioen Hiria Awards – Robert F. Kennedy Human Rights Spain Foundation", within the framework of the Bilbao Balioen Hiria Sariak awards, held annually by Bilbao City Council. This joint initiative with the Robert F. Kennedy Human Rights Spain Foundation aims to promote, raise the profile of and recognise young people's commitment to human rights, social justice and the values set out in Bilbao City Council's Charter of Values.

The award will recognise the creation of an audiovisual work focused on the defence of human rights, encouraging the critical and creative expression of young people and their involvement in building a fairer, more inclusive and more cohesive city.

The awards are jointly organised by:

• Bilbao City Council, through the Area of Basque Language, Citizen Services and Participation, Agenda 2030 and International Affairs.
• The Robert F. Kennedy Human Rights Spain Foundation, under the collaboration agreement signed between the two entities.

The call is aimed at young people between 14 and 30 years of age, who may take part individually or as a team, with a maximum of five people per proposal. Two categories are established:

• Category A: aimed at young people between 14 and 17 years of age.
• Category B: aimed at young people between 18 and 30 years of age.

In the case of minors, an authorisation signed by the father, mother or legal guardian is essential.

One prize will be awarded per category:

• Category A (14 to 17 years): the Foundation will invite the winning team (up to 5 people) to a workshop in Madrid focused on creativity and human rights. In addition, the team will take a trip to complete the Camino de Santiago together with international young people from the United States, Ukraine, Mexico and Spain. The Foundation will cover transport, accommodation and meals, and the team will receive a commemorative trophy or plaque.
• Category B (18 to 30 years): the Foundation will invite the winning team (up to 5 people) to a special workshop in Madrid focused on human rights. In addition, the team will take a trip to Italy (approximately one weekend) to visit places linked to human rights. The Foundation will cover transport, accommodation and meals, and the team will receive a commemorative trophy or plaque.

Award winners must attend the presentation ceremony in person, except for a duly communicated justified cause. The jury may declare the call void.

To take part, applicants must meet the following requirements:

• Belong to one of the two age categories.
• Adults must be signatories to Bilbao's Charter of Values on the date the application is submitted.
• Submit an original, unpublished audiovisual work linked to Bilbao.
• Submit the completed and signed registration form, including the responsible declaration.
• Expressly accept these bases and their conditions.
• Provide, where applicable, the corresponding legal authorisation if the participant is a minor.

The works must consist of an audiovisual or documentary piece, with a minimum duration of 3 minutes and a maximum of 6 minutes.

The theme must focus on the active defence of human rights, through a story set in Bilbao or based on a person or group who is a human rights reference in the city. It must be inspired by the values of Bilbao City Council's Charter of Values (see Annex 1) and by the Universal Declaration of Human Rights.

It must also reflect and give visibility to the legacy of Robert F. Kennedy, highlighting the defence of civil rights, equal opportunities, justice, human dignity and citizens' involvement in building fairer and more democratic societies.

Creativity, the depth of the message, technical quality and the capacity to raise social awareness will be valued. The text (spoken or written) must be bilingual (Basque/Spanish); all works must incorporate a gender perspective and non-sexist language.

The works must be submitted through a form on the Robert F. Kennedy Human Rights Spain Foundation website, within the deadline set for each call.

The application must include:

• The completed and signed registration form.
• The author's responsible declaration stating that the work is original, that it does not infringe third-party rights and that they hold the necessary authorisations to use the image and voice of the people appearing in it.
• Express authorisation from the legal representative when the participant is a minor.
• The audiovisual file.

The jury will assess the proposals in a comprehensive and weighted manner according to the following criteria:

• Suitability to the theme and objectives of the awards.
• Originality and creativity of the approach.
• Intergenerational diversity and inclusion in the work.
• Technical and narrative quality (image, sound, editing, pacing, clarity of the message).
• Social, educational or transformative impact.

The jury will be formed taking into account Law 1/2022 on Equality between Women and Men, and will be composed of representatives of Bilbao City Council and the Robert F. Kennedy Human Rights Spain Foundation, and may include experts in human rights, education, communication or audiovisual creation.

The decision will be adopted by simple majority and will be final. The jury may declare any of the categories void and interpret these bases when necessary.

The presentation will take place at a public event organised by Bilbao City Council, in collaboration with the Robert F. Kennedy Human Rights Spain Foundation, within the framework of the Bilbao Balioen Hiria Awards, to give visibility to and recognise the talent, creativity and commitment of the young participants.

The works must be completely original and unpublished. The music must be royalty-free or licensed, with permission to use obtained legally.

It will be the exclusive responsibility of the participants to ensure that the piece does not infringe third-party rights. The organisation is not responsible for any possible infringements of copyright or data protection.

In the case of minors, it is essential to have the authorisation signed by their legal representative for participation and for the use of their image, voice or any other identifiable data. An authorisation template will be available on the Foundation's website and must be attached, completed and signed.

In accordance with Regulation (EU) 2016/679 (GDPR) and Organic Law 3/2018 (LOPDGDD), the Robert F. Kennedy Human Rights Spain Foundation will be responsible for processing the personal data provided through the registration forms, for the purpose of managing registration, participation, evaluation and, where applicable, the granting of the awards.

Participants may exercise their rights of access, rectification, erasure, objection, restriction and portability by means of a request addressed to the Foundation, and may lodge a complaint with the Spanish Data Protection Agency (AEPD) if they consider their rights to have been infringed.

Submitting the application entails the express and full acceptance of these bases.

Participants also assign to the organisation the rights of public communication, reproduction and distribution of the images and content of the work within the framework of the communication activities linked to the call, without this giving rise to any right to financial remuneration.

The residents of Bilbao hold all the rights and freedoms proclaimed in the Universal Declaration of Human Rights — equal, inalienable and universal. We commit to respecting, guaranteeing and fostering the fundamental rights of all the people who live in our city.
